For classes/traits/skills where percentage of health can trigger boons, this is pretty important. WebMinstrel is more healing than Harrier. Harrier is more concentration, so easier to get high boon duration. Minstrel has a lot of toughness and some vitality to help with survivability, but if you raid with that gear you will be responsible for tanking at bosses that aggro on the player with highest toughness.
