WebGearing's guns already have excellent DPM, but their problem is the floatiness of the shells. Taking reload-reducing perks won't solve this issue. Gearing torpedoes are excellent. They pack decent damage, superb range, and when you run TA (the skill you mention) they become some of the faster torps (71kts) in the game.

Gearing is an area/flank denial DD. It can torp from beyond any radar range with ~ 90 sec reloads. Gearing is really good. I have both and love them both.
